Deadline for prints /film copies/ – 30th July 2004
1. The International Students
Festival of Film Art is aimed to popularize and develop the film art
created by students. The Festival is open as for official participation of film
universities /schools, academies, colleges, institutes/ as well for individual
participation of single students. There is neither preselection for the films
nor any requirement for first demonstration. The 2nd ISFFA will be held from
22nd to 26th September 2004 in Balchik.
Festival organizer is Students Film Forum Foundation.
The ISFFA is patronized by the President of the Republic of Bulgaria
Mr. Georgi Parvanov. Official partners of the Festival include among others:
Ministry of Culture, National Granting Fund “13 Centuries Bulgaria”, Architectural
and Park Complex “The Palace” Balchik, Bulgarian National Film Centre, National
Fund “Culture”, Foreign Cultural Institutes and Embassies in Bulgaria.
2. The International Students Festival of Film Art is arranged into 3 categories:
• Feature film (novelette)
• Documentary
• Animation
3. Recommended film duration – no more than 30 min.
4. Participation right into the Festival has everyone, who at the time of Festival’s realization studies at film university /school, academy, college, institute/, or has graduated not earlier than two years prior to the date of Festival’s realization, regardless of the specialization.
Film academies can official participate with unlimited number of films, made by students. These films should be selected by the university administration. 5 of the official selected films are free from participation fee.
5. Participation in the Festival should be submitted till 30th June 2004.
Applicants should present film copy with English subtitles till 30th July 2004.
6. Documents necessary for participation:
- A complete and signed entry form
- Synopsis, director’s bio & filmography, production notes in English
- Three still photographs from each film for web site, catalogue and press purposes
- Two still photographs of the director (please avoid sending boring passport
shots)
- English dialogue list
- Other press and promotional materials
7. Participation fee: 50.00 ˆ
8. The Festival’s organizer will appoint an international
competent jury. The jury judges the films shown in the Festival. The
participating students vote for Grand Prix for the Best Film in the Festival.
The International Students Festival of Film Art will award
the following prizes:
- Grand Prix for Best Film
- The Jury Award for Best Feature Film
- The Jury Award for Best Documentary
- The Jury Award for Best Animation
- The Jury Award for Directing
- The Jury Award for Cinematography
- The Jury Award for Script
9. The ISFFA covers the accommodation during the Festival
for one representative of each film.
All conditions for the other festival guests are included in their personal
invitations. Application for accreditation should be received before 31
August 2004.
10. Documents, fees and materials shall not be subject to return.
11. Media and TV
- The copyright owner(s) of the film must authorize a
free reproduction of stills
and inserts (maximum 3 minutes) for all Festival publications and promotion.
- The copyright owner of the film must authorize a single broadcast of the film in an Bulgarian local TV channel and a single public demonstration for Festival promotions purposes.
12. Participation in the ISFFA shall accept observation of all articles of the present Regulations. The festival director has the right to settle all cases and issues not covered by this Regulations.

• Enclosed to these regulations you will find a commercial
invoice. This form
must be attached to the package, on the outside. Do not change the amount
written on the invoice, as this will detain the film in Bulgarian customs.
• It is recommended that each film will be labeled with the film's title and
authors name both on the print itself and on its package.
